The East Montgomery County Improvement District (EMCID) is located 20 miles northeast of downtown Houston along U.S. Highway 59/I-69 NAFTA Corridor, East Montgomery County is in the midst of robust population growth that has occurred in the regions northeast quadrant.
EMCID includes one hundred fifty-eight (158) square miles located just north of the Montgomery/Harris county line, Kingwood, and the northern city limits of Houston . EMCID is the largest improvement district in the nation. The East Montgomery County Improvement District service area corresponds closely with that of the New Caney and Splendora Independent School Districts . The cities of Splendora, Roman Forest , Woodbranch Village and Patton Village are all located in the District's boundaries, however, the majority of the East Montgomery County Improvement District service territory consists of unincorporated areas of Montgomery County.
At the forefront of economic and community development activities in East Montgomery County is the East Montgomery County Improvement District. Formed in 1997, through Senate Bill 921 and ratified by local voters, the East Montgomery County Improvement District collects a $.01 sales tax on all sales taking place within its borders. These monies are in turn used to promote and maintain economic and community development activities in East Montgomery County.
Annual sales tax revenues for the District during 2003-2004 were approximately $2,900,000. The fiscal year for East Montgomery County Improvement District runs from July 1 to June 30. The Operating Budget for East Montgomery County Improvement District is allocated into three (3) objectives, Economic Development, Community Development and Educational Scholarships.
Our economic development program provides cash, land, infrastructure and other forms of incentives in return for jobs being created in our district. Our community development program provides funding for local non-profit needs and community needs to enhance the quality of life in our area. And, finally, our educational scholarship program provides $1,000 for every graduating high school student or GED recipient within our district to further their education through college courses.
Though created in 1997, the East Montgomery County Improvement District $.01 sales tax did not go into effect until January 1, 1998 and received its first monies in March of that year.
